1. Answer any one of the following question in about 40-60 words. 2                                

(a) Identify limitations to Right to Freedom provided under Fundamental Rights section of our constitution.                                                                           

Answer.  The Government may restrict these freedoms in the interest of the independence, sovereignty, and integrity of the country and in the interest of morality and public order. However, it cannot suspend the right to life and personal liberty.      

Right to information (RTI)

Article 19(1) of the Constitution has given the fundamental status to the right to information in 2005. Under this Article, every citizen has freedom of speech and expression. Also, he/she has the right to know how the government works, what roles does it play and what are its functions.

2. Answer any one of the following questions in about 40-60 words. 2

(a) If the President's rule is imposed in a state, list out two consequences arising out of it.

Answer. If the President's rule in imposed in a state, the state government is suspended and the central government directly administers the state through the office of the governor (centrally appointed. It is also called State Emergency or Constitutional Emergence. 

President's Rule 

Parliamentary approval is necessary for the imposition of President's Rule on any state. The Proclamation of President's Rule should be approved in both Houses of the Parliament within two months of its issue. The approval is through a simple majority.

The President's Rule is initially for a period of six months. Later, it can be extended for a period of three years with parliamentary approval, every six months.

(b). Analyse the factors responsible for communal violence in India. 

Answer. Political parties, prompted by political considerations, take decisions, which promote communal violence. Take the example of Shah Bano case. Muslims reacted aggressively against the Supreme Court judgement which granted a Muslim divorcee, Shag Bano, maintenance in excess and in protraction of the Shari'ah, which permits maintenance only for the iddah (three months post-divorce) period. 

The then Central government headed by Rajiv Gandhi overturned the judgement by passing the Muslim Women's Act in early 1986.

4.Answer any one of the following questions in about 100 to 150 words. 4

(a) State how will you protect your Fundamental Rights in case of its violation. 

Answer. In cases of fundamental rights violations, the Supreme Court of India can be directly petitioned under Article 32 of the Constitution. The Rights have their origins in many sources, including England's Bill of Rights, the United States Bill of Rights and France's Declaration of the Rights of Man.

Fundamental rights for Indians have also been aimed at overturning the inequalities of pre-independence social practices. Specifically, they have also been used to abolish untouchability and thus prohibit discrimination on the grounds of religion, race, caste, gender or place of birth. They also forbid trafficking of human beings and forced labour (a crime). They also protect cultural and educational rights of religious establishments. Right to property was changed from fundamental right to legal right.

(a) Suggest Various measures to ensure corruption free society. 

Answer. 1.Corruption is not only about bribes: People especially the poor get hurt when resources are wasted. That's why it is so important to understand the different kinds of corruption to develop smart responses.

2. Cut the red tape: Bring together formal and informal processes ( this means working with the government as well as non-governmental groups) to change behavior and monitor progress.

3. Power of the people: Create pathways that give citizens relevant tools to engage and participate in their governments - identify priorities, problems and find solutions.

4. It's not 1999: Use the power of technology to build dynamic and continuous exchanges between key stakeholders: government, citizens, business, civil society groups, media, academia etc.

5 Get incentives right: Align anti-corruption measures with market, behavioral, and social forces. Adopting integrity standards is a smart business decision, especially for companies interested in doing business with the World Bank Group and other development partners.

6. Act globally and locally: Keep citizens engaged on corruption at local, national, international and global levels - in line with the scale and scope of corruption. Make use of the architecture that has been developed and the platforms that exist for engagement.

7. Deliver the goods: Invest in institutions and policy - sustainable improvement in how a government delivers services is only possible if the people in these institutions endorse sensible rules and practices that allow for change while making the best use of tested traditions and legacies - imported models often do not work.

8. Sanctions matter: Punishing corruption is vital component of any effective anti-corruptions effort.

9. Learn by doing: Any good strategy must be continually monitored and evaluated to make sure it can be easily adapted as situations on the ground change.

10. Build capacity for those who need it most: Countries that suffer from chronic fragility, conflict and violence - are often the ones that have the fewest internal resources to combat corruption. Identify ways to leverage international resources to support and sustain good governance.
